This study aims to document changes that occurred after IS took over the areas of Deir ez Zor, Al-Hassakah, al-Raqqah and the countryside areas east of Aleppo, including military and economic changes, and changes to civil life. This study also aims to address ways in which IS created its administrations and services, a three-pronged approach: security, services and the search for legitimacy. All of which are considered by IS as the vital foundations for the longevity of its rule and for the subjugation of those living under its control, especially if accompanied by the monopoly of terror.
