As part of its organizational capacity strengthening strategy, JFL seeks to strengthen its capacity to engage with the private sector and diversify its funding base through strategic corporate partnerships and sponsorship opportunities.

Purpose of this RFP

JFL invites qualified consultants or consulting firms to submit proposals to support the organization in developing a comprehensive Private Sector Fundraising and Engagement Strategy.

The assignment will focus on:

  • Developing compelling partnership messaging and fundraising materials.
  • Mapping and prioritizing potential corporate partners.
  • Strengthening JFL’s internal readiness to engage and manage corporate partnerships.

Private Sector Fundraising and Engagement Consultant

Background

JFL recognizes the importance of diversifying its resource base and building sustainable relationships with private sector actors. While JFL has established experience in grant-funded programming, it seeks to strengthen its institutional capacity to attract and manage partnerships with corporations, corporate foundations, and business networks.

The consultancy will support JFL in building a structured approach to private sector engagement that aligns with its mission, values, and strategic priorities.

Objective

To develop JFL’s capacity to engage with regional and international private sector actors through the design of a practical fundraising and engagement strategy, partnership positioning tools, and internal systems that support long-term corporate engagement.

Scope of Work

Phase 1: Organizational Assessment

The consultant will:

  • Review JFL’s strategic documents, programs, and fundraising approaches.
  • Identify strengths, gaps, opportunities, and risks.

Phase 2: Market Analysis and Mapping

The consultant will:

  • Conduct landscape analysis of relevant regional and international private sector actors.
  • Identify sectors and companies aligned with JFL’s mission and priorities.
  • Prioritize potential partners according to opportunity and strategic fit.

Phase 3: Partnership Positioning and Messaging

The consultant will:

  • Develop a corporate-facing value proposition for JFL.
  • Develop key partnership messages.
  • Design corporate engagement materials including:
    • Corporate partnership pitch deck.
    • Organizational profile.

Phase 4: Private Sector Engagement Strategy

The consultant will develop a strategy including:

  • Strategic objectives.
  • Target audiences.
  • Partnership models.
  • Implementation roadmap for 12 months.

Phase 5: Institutional Readiness and Capacity Building

The consultant will:

  • Develop practical tools and systems for partnership management.
  • Develop an ethical partnership screening framework.
  • Deliver capacity-building sessions for relevant JFL staff and leadership.

Expected duration:

6 months

Required Qualifications

The consultant should demonstrate:

  • Minimum 7 years of relevant experience.
  • Demonstrated expertise in corporate fundraising, sponsorship development, or private sector engagement.
  • Experience supporting NGOs, INGOs, foundations, or social enterprises.
  • Proven track record in developing fundraising and partnership strategies.
  • Excellent strategic planning and facilitation skills.
  • Strong written communication skills in Arabic.
  • Based in EU, or has a bank account in EU.

Technical Proposal

Maximum 1 page, including:

  • Understanding of the assignment.
  • Proposed methodology and approach.
  • Workplan and timeline.
  • Description of relevant experience.

Financial Proposal

Including:

  • Daily rate.
  • Estimated number of working days.

Supporting Documents

  • CV(s) of consultant(s).
  • Two references from previous clients.
  • Examples of relevant work products (if available).

The selected consultant shall:

  • Adhere to JFL’s safeguarding principles.
  • Maintain confidentiality of all information obtained during the assignment.
  • Comply with applicable data protection regulations.
  • Declare any actual or potential conflicts of interest.
  • Comply with anti-corruption, anti-bribery, anti-money laundering, and sanctions regulations.
