Our programs

The Tarmeem Program is a strategic initiative designed to strengthen and advance the transitional justice pathway in Syria, building upon foundational efforts that commenced with the establishment of the National Commission for Transitional Justice and the National Commission for the Missing. The program seeks to ensure alignment between institutional mechanisms and societal aspirations, as well as international standards

Program activities

  • Community Dialogues: Organization of comprehensive consultative sessions to identify pressing priorities in transitional justice matters and to extract intervention models that enjoy community acceptance and legitimacy.
  • Technical Capacity Building: Delivery of specialized training programs aimed at translating transitional justice concepts from theoretical frameworks into practical implementation, tailored to the specificities of the Syrian experience.
  • Research and Analysis: Production of analytical papers and opinion pieces that assess the current trajectory and present developmental insights for decision-makers and stakeholders.
  • Advocacy Campaigns: Leadership and activation of advocacy efforts directed toward strengthening transitional justice mechanisms and ensuring their sustainability on both national and international agendas.
  • Monitoring and Documentation: Issuance of periodic reports documenting the state of human rights and developments in Syria’s transitional justice pathway, in accordance with scientific methodology.

A civic platform aimed at reforming public policies and enhancing institutional performance at both local and national levels. The forum operates from the premise that institutional reform constitutes the primary entry point for addressing political, security, and economic crises, with emphasis on community participation as an indispensable pillar for the success of any reform process.

  • Policy Recommendation Formulation: Conversion of community needs and proposals into technical and scientific recommendations directed toward relevant formal institutions.
  • Technical Support for Institutions: Provision of technical training to formal institutions and civil society organizations to enhance their capacity for effective engagement in reform processes.
  • Legislative Review and Oversight: Organization of community consultations to critique and analyze laws, decrees, and government decisions, and to present proposals for their development in service of the public interest.
  • Legislative Advocacy: Advocacy directed toward the enactment of legislation and laws that respond to the actual needs of local communities and safeguard their rights.

An intellectual and dialogical space designed to protect freedom of expression and conscience in Syria, through the creation of a safe environment for dialogue among Syrians of diverse backgrounds and affiliations. The forum seeks to establish dialogue as the sole civilized instrument for promoting political transition, to compensate for the absence of public spaces, and to ensure representation of all Syrian contexts in the process of building the new state.
